SAP SSM10 : not able to access Strategy Management in launchpage

Hi All,

We have installed SAP SSM 10 on NW 7.3.

We are able to access launch page (http://localhost:50100/strategy/pilotworks/launchpage.jsp) but unable to access Strategy Management of Database. 

After logged in to launch page with PIPADMIN user we are getting an below error message.

You do not have access to this application, check with your system administrator

Database --> Quick Launch --> Strategy Management

PIPADMIN has added as an Administrator in SAP NetWeaver UME.  Also assigned below roles to PIPADMIN.

BUI_USER, BUIJ_PVT_READ, BUIJ_APP_ALL, BUIJ_SAP_READ 

Any help is appreciated.  Let me know any details needed.
